Was just at my local Dollar Tree yesterday, and they have the plastic 2-ring binder for 3 x 5 index cards for... you guessed it... a dollar. Not to far off in quality for the binders I had just seen next door at Office Max. And they do come with a small supply of pre-punched cards.
